Jamie Quinn is managing director of Jamie Quinn Consulting, Chair of Regional Development Australia Ipswich and West Moreton Inc. and a Senior Associate of Eidos Institute. He has specialist knowledge in sustainable development, enabling infrastructure and evidence based community engagement. Jamie speaks and writes about Sustainable Australia; and addressed the 2011 World Bank Water Forum in Washington DC on urban water management.
During the period 2006 to 2012, Jamie was an inaugural Queensland Water Commissioner and a director of the South East Queensland Water Grid Manager. He was Chief Executive Officer of Ipswich City Council for 16 years to 2006 and previously was CEO or Deputy CEO in a diverse range of Councils throughout Queensland from 1974.

SEQ Water Grid Manager (Director 2008 – 2012)
- coordination of water sharing in SEQ through contractual arrangements
- management of the SEQ water grid for water security, quality and reliability through grid instructions, contractual specification and implementation of the system operating plan
Queensland Water Commission (Commissioner 2006 – 2009)
- first SEQ Water Strategy - a 50 year plan for water security and sustainability
- internationally recognised regional water demand management program as part of South East Queensland’s Millennium Drought response
- SEQ water industry reform
- first SEQ water grid system operating plan for integration of dams, water treatment plants, Gold Coast Desalination Plant, Western Corridor Recycled Water Scheme and bulk water transport pipelines
Ipswich City Council (Deputy CEO 1984 -1989; CEO 1989 – 2006)
- managed a Council employing 1200 people, serving a population of 140,000 (2005 population growth 3.8%), 2005/06 budget of $305m and assets under management valued at $1.3b
- financial restructure of Ipswich City Council
- establishment of Global Info-Links (Australia’s first government owned Internet Service Provider) in 1994
- amalgamation of the former Ipswich City and Moreton Shire Councils in 1995
- Ipswich 2020 and Beyond - master plan for Ipswich, a City of Centres and Job Generators
- establishment of UQ Ipswich – University of Queensland campus in Ipswich Central
- Western Corridor Recycled Water Scheme
- Springfield development – one of Australia’s largest master planned communities with an ultimate population of 85,000
- Ripley Valley development – Australia’s next major master planned community (120,000 ultimate population)
- planning and development of job generators at Carole Park, Synergy Park, Redbank Peninsular, Bremer Business Park, Swanbank Enterprise Park, Ipswich Aerospace Park at Amberley, Wulkuraka/Karribin Industrial Estate and Ebenezer Industrial Park
- one of the largest single revaluations of a major city rateable land base in the history of Queensland – a 223% increase from $2.2 Billion to $7.1 Billion between 2002 and 2005
